Memorandum of Understanding – Workforce Restructuring Initiative
USCIS Domestic Operations and the National Citizenship and Immigration Service Council 119 of the American Federation of Government Employees, AFL-CIO (union) hereby announce that the parties have executed a Memorandum of Understanding (MOU) on the agency’s Workforce Restructuring Initiative (WRI). This Memorandum is attached, for ready reference.
By way of background, while the agency has a right, under law, to determine the numbers, types and grades of its employees and to restructure its workforce, it must negotiate over the impact, appropriate arrangements and implementation of these management rights. In this regard, the Union Council participated in the agency’s Workforce Restructuring Workgroup and engaged in formal negotiations with USCIS.
We believe the resulting Memorandum of Understanding (MOU) balances both management’s rights and employees’ interests, consistent with law and the Merit System Principles.
